In August 1999, the University of Malaya established the International Institute of Public Policy and Management (INPUMA).  Located in the university’s city campus, in the heart of Kuala Lumpur, INPUMA has become a regional centre of excellence at the forefront of public policy issues.

Strongly supported by the Malaysian Government, INPUMA is dedicated to academic and professional human resource development.  INPUMA is a source of new ideas on public policies, a training centre for management, a platform for discussion, a conduit for sharing Malaysia’s developmental experience with others, and a promoter of regional and international cooperation and understanding.

To achieve its objectives of being at the forefront on public policy issues, and accommodating the needs of society by developing professional skills in management and administration, INPUMA conducts:

  • various programmes including an international postgraduate degree programme – Master of Public Policy (MPP). 
  • Conferences, seminars, and public lectures:  These events target critical issues that affect national development.  The focus areas are leadership and management, policy-making and governance.
  • International cooperation programmes:  These training programmes teach diplomats and public officials from other developing countries about Malaysian development, administration, and issues affecting Malaysia and other countries in the region. 
  • Short-term training courses: Short-term training courses have been conducted for local managers/executives and public officials from the private sector and government agencies.
  • Research and publications:  INPUMA has embarked on various research projects including ‘Information Strategies for Malaysia” and ‘e-Government’.
